Our Impact

The Fair Housing Center of Central Indiana (FHCCI) is dedicated to facilitating open housing for all. Our impact can be shown through numbers and the story telling from Hoosiers we have helped. As the only nonprofit fair housing organization in Indiana, we are the leading voice in raising awareness and creating needed fair housing change. Through our work, we ensure the availability of affordable and accessible housing; promote housing choice and homeownership; advocate for an inclusive housing market; work toward stable and equitable communities; and eradicate discrimination.

Annual Impact – 2025

In 2025, the FHCCI directly interacted with over 15,600 people through our different housing programs. Through our work, we also opened up over 129,000 rental units from previously alleged discriminatory practices in Indiana and nationwide. Through Community Voices, grass roots organizations discuss the long-term impact of discriminatory forces such as redlining, racial covenants, blockbusting, and other harms, and how we can come together to tackle these barriers and invest in our neighborhoods.

Our counseling team assist housing consumers and housing providers from across Indiana with their housing-related questions and needs. Common categories of inquiry included:

  • Housing discrimination (439) alleging 547 types of discrimination;
  • General inquiry (180);
  • Housing searches or referrals (174); and
  • Other (274)

We provide training to community members and housing providers on housing rights and resources through webinars, presentations, and our annual events – a legal seminar and fair housing conference. Many of these trainings are free to ensure that everyone has an opportunity to learn.

To raise awareness of the services we provide and to reach people where they are, the FHCCI exhibits at community events to directly interact with attendees to provide guidance and housing resources. In 2025, these events were wide-ranging from local fairs, religious gatherings, and so much more. Our popular exhibit, “Unwelcomed: A Fair Housing History of Sales & Lending Discrimination,” also continued its travel across Indiana.

The FHCCI publishes and distributes numerous housing-related resources to empower consumers to have knowledge of their rights and encourage housing providers to meet their responsibilities under different housing laws.

Data Portal Expansion / 2,238 Interactions


In 2025, the FHCCI updated its Data Portal to include all 92 Indiana counties with their searchable county or city key metrics for U.S. Census and the Home Mortgage Disclosure Act (HMDA). Over 2,200 people interacted with the portal in 2025.

To raise awareness about challenges housing consumers are facing, the FHCCI uses data and analysis and releases detailed reports. In 2025, report topics included ownership of single-family rental homes, mortgage lending disparities, home insurance, rental burdens, and foreclosure trends. We documented distribution or download of 29,173 copies of our 2025 reports.

Overall Impact – 2012 to 2025

The FHCCI was incorporated in 2011 and opened its doors in January 2012 with a small team of five full-time employees. Today, the FHCCI is eight full-time employees. Despite its small size, the FHCCI has had incredible impact in its 14 years of operations in reaching people in need, assisting housing providers, and facilitating open housing for all. Although much work remains, we recognize the accomplishments below.

182,779 Housing Units Opened From Discrimination


Through the direct intervention of the FHCCI’s proactive educational efforts as well as enforcement actions to hold housing providers accountable, the FHCCI can count over 182,000 housing units opened up from discrimination.

15,399 Hoosiers Counseled

The FHCCI has assisted over 15,000 Hoosiers with their housing-related needs, including processing 4,222 individual complaints of housing discrimination.

5,189 allegations of housing discrimination


The 4,222 complaints of housing discrimination documented by the FHCCI contained 5,189 allegations of harm. Disability- and race-based allegations were the most common received.

$70.4 million in community relief + 3 new bank branches


Through fair housing resolutions dedicated for community relief and the investment of significant FHCCI staff time, the FHCCI has been able to achieve substantial community relief in the form of mortgage loan origination and subsidies, affordable housing development, homeowner repair, neighborhood stabilization, new construction and rehab of vacant housing units, and the creation of three new bank branches in Indy’s Black neighborhoods. The FHCCI staff have provided hundreds of community presentations and hosted free topical webinars on housing-related topics. The FHCCI also hosts an annual fair housing conference which draws attendees from all across the country as well as a yearly legal seminar. Together, these different events are meant to reach those who want to be informed of their rights and responsibilities under law.

Being out in the community is an important part of our mission as it allows us to share important housing resources with our neighbors. The FHCCI has also hosted and created our own exhibits to reach housing consumers, such as on the role of investors in our single-family housing markets and the very popular, “Unwelcomed: A Fair Housing History of Sales and Lending Discrimination,” which traveled to different locations across Indiana between 2022-2025.

The FHCCI has produced and distributed numerous publications with various intents – brochures for housing consumers to understand their rights, fact sheets for housing providers to understand the law guiding their responsibilities, and guides to assist the community in exercising and protecting their fair housing rights. We have also created posters, yard signs, and other promotional items, all with a goal of message sharing and informing.

Through a mix of data and story telling, the FHCCI releases reports to engage the public on housing barriers and challenges. Often, these reports are based on community challenges brought to the FHCCI’s attention. Other times, they are topics that may be challenging for consumers to identify.

We Need Your Help

The Fair Housing Center of Central Indiana (FHCCI) receives 85% of its funding through the U.S. Department of Housing & Urban Development’s Fair Housing Initiative Program (FHIP). In 2025, that funding is at risk through grant terminations and the zeroing out of FHIP in the federal budget. This would put the long-term viability of the FHCCI in meeting the needs of Hoosiers at major risk. Here is how you can help:
